According to EU regulations, specifically the European Directive 2014/68/EU (Pressure Equipment Directive or PED), the removal of a cylinder valve from a SCUBA diving cylinder must be done by a person who is appropriately qualified and authorized to do so. This generally means:
Trained and Competent Personnel: The individual must have the necessary training and competence in handling pressurized cylinders and related equipment. In many EU countries, only technicians who have been certified by a recognized body or under a specific national standard are legally allowed to perform such tasks. These technicians are trained to safely handle the removal and installation of valves, ensuring that the integrity of the cylinder is maintained. In addition, a Level 4 certification from Interspiro for the relevant cylinder type is required.
Service Centers: The task should be carried out in an authorized service center that is equipped to safely manage high-pressure systems. These centers are generally required to comply with both national and EU safety standards.
Inspection and Testing: After the valve is removed, the cylinder must handled, inspected, and tested according to applicable regulations (such as hydrostatic testing) and Interspiro specific instructions before it can be returned to service.
